Internet definition of phrase "get down and party":
To "get down" generally means to allow yourself to become emotionally invested in the party. That means letting go your reservations and inhibitions and actually enjoy the party.

Mark 3: [21] And when his friends heard of it, they went out to lay hold on him: for they said, He is beside himself.
[22] And the scribes which came down from Jerusalem
said, He hath Beelzebub, and by the prince of the devils casteth he out devils.
[23] And he called them unto him, and said unto them
in parables, How can Satan cast out Satan?
They’re saying, “This guy is out of his mind.” You think, “Woah.”
They’re going to try to undermine all that He’s teaching because they think He’s
crazy, lost His mind, explains Richard Jordan.
Now, when you think about the Lord Jesus, my point to you is He
knows us: “Been there, done that.”
By the way, He did
have fun. It’s not all bad stuff. You think about it all being severe but that
wasn’t really true even most of the time.
John 2 begins, [1] And the third day there was a marriage in Cana
of Galilee; and the mother of Jesus was there:
You ever been to a wedding? You go to a wedding to have a
good time; it’s a joyous, happy time.
What happens is they run out of the good wine and Christ
made them some better wine. He knew how to have a time of rejoicing.
In fact, He knew how to do it so well, Matthew 11 tells us: [18] For John came neither eating nor drinking, and
they say, He hath a devil.
[19] The Son of man came eating and drinking, and
they say, Behold a man gluttonous, and a winebibber, a friend of publicans and
sinners. But wisdom is justified of her children.
Look what His enemies are saying about Him. This guy knew
how to get down and party with the publicans and the sinners. He was a friend
to them. He didn’t just go out with the hoity-toity crowd; He got out with “the
people” and He was known as somebody who knew how to enjoy life with everyone.
Listen, it wasn’t the food and the drink and the company
that brought Him joy. He already had the joy. It’s actually the other way
around. It’s His joy that gave Him the freedom to hang out with the people that
other people thought weren’t worthy of hanging out with. He wasn’t worried
about His reputation; He knew who He was and He knew what He had for them.
By the way, I’m not using those verses to say go and live a
sinful lifestyle because He wasn’t doing that. He just knew how to let His hair
down and relax and be with people and
enjoy the people He was with.
In John 15 He’s with His apostles in the Upper Room and says
to them: [11] These things have I spoken unto you, that my joy
might remain in you, and that your joy might be full.
[12] This is my commandment, That ye love one
another, as I have loved you.
He had an innate joy in His heart that allowed Him to live a
happy life. He didn’t go around with a face long enough to eat oatmeal off a
two-foot gas pipe. He had a happy heart.
Verse 12, that was the secret of His joy. He started there;
He started to understand what God’s Word was, what God’s plan was and having
the value and esteem for that and that’s what gave Him the ability to have the
joy.
God gets you. His life is your life. He was tempted and tried at every point like you but
without sin. Been there done that, that He might be the mediator. That when God
thinks about you, when He talks to the Father about you, it’s because He understands
you.
Philippians 2: [5] Let this mind be in you, which was also in Christ Jesus:
[6] Who, being in the form of God, thought it not robbery to be equal with God:
[7] But made himself of no reputation, and took upon him the form of a servant, and was made in the likeness of men:
[8] And being found in fashion as a man, he humbled himself, and became obedient unto death, even the death of the cross.
The Creator God of the universe can have an intimate,
personal touch in your life because His Son has been there. There’s not a god
out there like that. That’s the God that created you and the God who saves you.
That’s the mind that we’re to have. That’s the mind that made Him obedient unto death, even the death of the Cross. Why? He knew where He had to go—to the very DEPTHS of your experience, your failure, in order to redeem you.
